The Guwahati Siphung express derailed between Salakati and Basugaon in Assam's Kokrajhar District on Saturday, injuring at least two people.
An eyewitness travelling in the train claimed some passengers suffered minor injuries.
The minister said drivers are given specific instructions on where to slow down the train.
They have been working tirelessly but silently since the Uttarbanga Express crashed into the Vananchal Express at the Sainthia station in Birbhum district, ferrying the injured, donating blood and helping out in the morgue.
